European Union Deforestation Regulation (EUDR)- Scope Changes Announced

EUDR requires companies placing certain goods on the EU market (or exporting them) to prove they are deforestation-free and legally produced, covering cattle, cocoa, coffee, palm oil, rubber, soy, and wood (plus derived products). 

The European Commission adopted two new measures to help companies and authorities get ready for the EU Deforestation Regulation (EUDR), which starts applying from the end of December 2026 (with later dates for some small businesses). 

These measures are part of a broader simplification effort (building on changes agreed in Dec 2025 and the package issued in May 2026) to give businesses more clarity and predictability ahead of go-live.

1) Product scope has been adjusted (Delegated Act) 

The Commission updated the list of products derived from the covered commodities (it did not change the core commodities themselves).

 

Removed from scope (examples): 

  • cattle hides/skins/leather
  • re-treaded tyres
  • soybeans for sowing
  • certain vulcanised rubber articles (e.g., conveyor/transmission belts)
  • aircraft and motor vehicle seats


Added to scope: 

  • soluble coffee
  • certain palm oil derivatives
  • frozen cattle tongues


Newly added products will only become subject to EUDR from 30 December 2027, giving businesses extra preparation time. 

The Act clarifies that samples and items for analysis/testing are out of scope, and it introduces targeted exemptions (including for waste, used/second-hand goods, packing material, and some products used to manufacture medicinal products). 

Next step: This Delegated Act goes to the European Parliament and Council for scrutiny before it takes effect. 

 

When EUDR applies 

  • 30 Dec 2026: large & medium operators, and micro/small operators already under the EU Timber Regulation
  • 30 Jun 2027: other micro & small operators

 

What should businesses do now? 

Review whether any products you import, export, manufacture, or sell have been added to or removed from scope, and prepare for the applicable EUDR deadlines if so. Data collection across supply chains can often be complex, so if impacted early engagement with suppliers is key.
