At the same time, demand for home support continues to outpace capacity. While Government has increased funding, the waiting list remains persistently above 5,000. The 2026 HSE National Service Plan waiting list target of 4,500 highlights the scale of the delivery challenge. Ongoing workforce challenges continue to constrain service provision, although proposed reforms to the 50:50 employment permits rule signal an initiative to unlock supply.
