The Home Support Providers Bill, now at Stage 3 of review, is an important regulation for the home care sector in Ireland. This Bill is designed to regulate home support providers and aims to improve the safety, quality, and consistency of home support services. In tandem, the National Service Plan (NSP) 2026 budgets an 11% increase in home support hours over 2025 budgeted levels, introduces a new KPI to monitor waiting lists and emphasises on the use of ICT solutions to support home care services.

These regulatory and policy initiatives are being driven by both current and projected increases in demand for home care services. Continued investment in this sector is essential to meet this demand, as demonstrated by the ongoing expansion of providers within the sector.

The BDO Corporate Finance team has prepared this snapshot report to highlight key sector developments and emphasise the ongoing need for increased private investment to effectively meet growing demand and ensure the continued provision of high-quality home care services across Ireland.
