On 19 October, the Department of Finance released the first draft of Finance (No. 2) Bill 2026. The Bill, which runs to 79 sections and some 242 pages, implements the taxation changes announced by the Tánaiste and Minister for Finance, Simon Harris TD, on Budget Day. It also introduces some necessary administrative and technical changes to the tax code.

Our BDO experts explain the key provisions and what these changes mean in practice — helping you understand their impact and prepare with confidence.

The Bill provides for a substantial income tax package as well as a number of new measures such as the Derelict Property Tax and the Investment Account. The Bill also provides for changes to existing measures to support individuals, enterprises and farms, such as measures relating to property, childcare, climate and sustainability.

These include changes to the Capital Acquisitions Tax thresholds; increases in the Childcare Services relief, the Rent Tax Credit, the Help to Buy relief and the Farmer’s Flat Rate of VAT.

The measures also include the expansion of the accelerated Capital Allowances for farm safety equipment; enhancements to the Research and Development Tax Credit; extension of the Knowledge Development Box; and changes to preliminary Corporation Tax Requirements as well as to the Enhanced Reporting Requirements for Certain Benefits.

Furthermore, there are changes to certain aspects of Ireland’s regime for the taxation of interest, updates to the Pillar Two legislation, extensions and increases to Vehicle Registration Tax, an increase in the exemption for the micro-generation of electricity, reductions and deferrals on carbon and mineral oil taxes and an extension of the Bank Levy.
